After the first two editions, which have been very successful both in terms of level of participation and spin-offs, the Economic Office of the Embassy of Senegal in Canada, in partnership with the Canadian Council on Africa is pleased to invite you to the third edition of the Economic Forum From Senegal to Canada, scheduled for the 12th  and 13th  May 2017 in Montreal.

Placed under the theme: “Investment Opportunities for Canadian Businesses in Senegal”, this year’s edition aims to highlight the attractiveness of Senegal’s business climate in order to place our country at the heart of preferred destinations for Canadian investment.

Through us, several agreements have been signed between the Senegalese agency for the promotion of exports and Canadian structures, facilitating access to the Canadian market for Senegalese companies specializing in the export of products as well as personalized support for a one year period and the training of Senegalese trainers.

Results: Senegal’s annual exports to Canada increased from 1.3 in 2013 to $ 8.5 million in 2015 and our ambition is to multiply this figure by two in 2017.

The presence of Canadian investors in Senegal is steadily increasing with several trade missions conducted by the Chief of the Economic Office each year, the most recent of which this past October 2016 with thirteen Canadian companies.

This year’s theme is: Investment Opportunities for Canadian Businesses in Senegal. This forum will provide a networking opportunity for the third consecutive year between the public and private sectors in Canada to explore business opportunities in Senegal.

With the discovery of oil and gas off the coast of Senegal (Dakar and Saint-Louis), it is important to train Senegalese youth in the oil and gas trades so that they can seize these opportunities by 2019 and we want to build on Canadian expertise in this area.

We are confident that Canadian companies have the capacity to deliver their expertise in targeted areas such as: vocational training, agriculture, mining, energy, services, processing, etc.

As a reminder:

A double taxation agreement between Canada and Senegal has been in force since 2003. The two countries also signed an air transport agreement during Prime Minister Harper’s visit to Dakar in 2012. In addition, an agreement on the promotion and Foreign Investment Protection (FIPA) was signed in November 2014 in Dakar, on the sidelines of the Summit of La Francophonie, by Minister Paradis and the Minister of Foreign Affairs of Senegal.

This third edition of the Senegal Economic Forum in Canada will focus on the business opportunities to be captured in the context of the emerging Senegal Plan.

A strong delegation from Senegal, led by Minister Khoudia MBAYE and composed of ministers, directors-general and several private sector players from Senegal, will be traveling to Montreal to attend this event, which is successful year after year, take full advantage of being part of all the trade events in Canada.

Madame Khoudia MBAYE

Minister of Promotion of Investments, Partnerships and Development of Teleservices of the State

Khoudia Mbay was born on April 12th, 1954 in Saint-Louis. She has pursued most of her secondary education in France where she obtained a DEA (French graduate degree) in Territorial Development and a Ph.D. in Geography and Planning from the University of Paris I Panthéon Sorbonne but also a Master’s Degree in Geography from the University of Dakar. She is a great political activist: member of the Political Bureau in 1994, Permanent Secretariat in 1998, she was elected President of the Party Women’s Movement in 2006 and Deputy Secretary General of the Party at the Congress of 2008. She was appointed Regional Councillor of Saint-Louis in 2002. At the Ministry of the Environment and Nature Protection, she was successively Technical Advisor to the Minister and Director of the Community Forestry and Environmental Protection Project. At the Ministry of Civil Service, Labor, Employment and Professional Organizations, she was Chief of Staff. Since 2012, she has occupied different ministerial positions as Minister for Urban Planning and Housing and since 2014 the Promotion of investments, partnerships and development of Teleservices of the State.

Monsieur Mamadou TALLA

Minister of Vocational Training, Apprenticeship and Craft

Mr. Mamadou TALLA was born on June 18th, 1961 in Sinthiou Bamambé in the region of Matam. He attended his post-secondary education in France in Paris. After obtaining a DEA (French graduate degree) in energy, he joined the academy of Yvelines as a teacher. He did several graduate diplomas and then went to the School of Arts and Crafts. He continued his career in the education sector for several years. He is also very active in the associative world as President of several associations. He was appointed Minister of Vocational Training, Apprenticeship and Craft in 2012.

Monsieur Amadou BA          

Minister of Economy, Finance and Plan

Amadou Ba was born on May 17th, 1961 in Dakar. He studied economics at Cheikh Anta University DIOP of Dakar where he obtained a Master’s degree in Economics with a major in Business Administration. Subsequently, he has been certified by the National School of Administration and Magistracy (ENAM). He also has graduate degree in Accounting. By 2002, Mr. Amadou Bâ successively head the Center of Large Enterprises and the Tax Department before being the Managing Director of Taxes and Domains from 2006 to 2013. In 2013 he is appointed as the Minister of Economy, Finance and Plan of Senegal.

Monsieur Aly Ngouille NDIAYE

Minister of Industry and Mines

Mr Ndiaye was born in the region of Djoloff in Linguère. He graduated as a civil engineer of The Polytechnique School of Thiés. He completed his education at the Institute of Technology of Illinois in Chicago (USA) where he obtained an MBA in Finance and Operations Research. He was the Director of Credit at the Bank of the Habitat of Senegal (BHS) for many years. Thereafter, he was the head of Aris Engineering, a real estate engineering firm. He was appointed Minister of Industry and Mines in 2012.

Monsieur Abdoul Aziz TALL

Minister of the Plan Senegal Emergent PSE

Abdoul Aziz Tall holds an MBA from HEC Montréal. He was Secretary-General and then CEO of the National Senegalese Lottery (LONASE) for a few years. On the political scene; he directed many works and projects within the Organization and Methods Office (B.O.M.) of the Presidency of the Republic as an Organizational Advisor. He also held the position of Chief of Staff to the President of the Republic Macky Sall until his appointment as Minister of the PSE. He was also very involved in the associative world.

Monsieur Thierno Alassane SALL

Minister of Energy and Renewable Energy Development

Thierno Alassane Sall is a Senegalese politician. He is an engineer in telecommunications and civil aviation. He attended his studies in Tunisia at the Ecole Nationale of Engineers from Sfax. He spent much of his career, 22 years, at the Safety of Air Navigation in Africa and Madagascar (ASECNA); where he was the Representative of ASECNA in Senegal and Comoros. It also passed through the International Civil Aviation Organization (ICAO) where he held the position of auditor right before being appointed as a member of the team of 19 global experts selected for the implementation of Annex 19 of the ICAO, the Safety Management Panel (SMP). On the political scale, Mr Sall was the Minister of Infrastructure and Ground Transport and Open Access between October 2012 and July 2014. Since July 2015 he is the Minister of Energy and Renewable Energy Development.

Monsieur Papa Abdoulaye SECK

Minister of Agriculture and Rural Equipment

Papa Abdoulaye Seck was born on July 16th, 1955 in Dakar. He attended his higher education in Belgium where he obtained a degree from the ICHEC Brussels Management School, a certificate in Development Economics and a postgraduate degree from The Faculty of Agronomy of Louvain. After Belgium he went to France, where he obtained a Ph.D. in Analysis and Agricultural Economics Policy (National School of Agronomy – University of Dijon). Prior to his appointment as Minister of Agriculture and Rural Equipment of Senegal, Dr SECK was the Managing Director of The Senegalese Institute of Agricultural Research (ISRA) and of AfricaRice, one of the fifteen (15) International Agricultural Research Centers of the World (CGIAR). Mr Seck also has various awards and distinctions, as well as numerous publications

Monsieur Mountaga SY

General Director APIX

More than 23 years of Managing Experience in Europe and Africa Mr. SY holds an MBA in Finance and Administration from UQAM in Montreal and a Master’s Degree in Engineering Sciences from the Ecole Supérieure Polytechnique de Dakar in specialties Electrical Engineering in addition to being a Certified Professor in Sciences and Techniques of the Ecole Normale Supérieure d’Enseignement et Professionnelle. He has spent his entire international career in the CROWN group where he has held operational and strategic management positions since 1990. He was director of the Senegalese subsidiary of the Crown group; The first ISO 9001 certified company in West Africa in 2001 and under its management the result of Europe’s largest easy-to-open fund manufacturing plant rose from -5% in 2007 to + 10% in 2010 He is currently Director of Crown Food Europe overseeing the Closures Europe manufacturing sites in England, Spain, Italy, Germany and Central Europe. He is also Director of the Center of Excellence in R & D based on Professional Background :
